"It is the best telephone notification system that is available to us," he said. "A lot of alert systems are in the development stage right now and I'm sure we will go to something faster and safer."
The system was originally in use for around two years beginning in 2007, however, confusion over the intended use of the system and billing stopped its use when it was first implemented.
"We dropped it because of price," Stanley said. "We had the one account, and they told us we could use it as many times as we needed. What happened was, every time we allowed a new user – like a city – they charged us for another account."
