Johnny Goins, 48, of the 600 block of W. 64th Street, was arrested for disturbing the peace by intoxication and felony possession of CDS Sch. I (marijuana).
Minden Police Chief Steve Cropper said Ofc. Tokia Whiting was off-duty Friday when she received a phone call around 8:30 p.m. with information concerning an unconscious man on Morrow Street.
"Officer Whiting went to the location and found Goins," Cropper said.
Cropper said Whiting called the police department for an on-duty officer, and Off. Shawn Jenkins came to her location.
"The officers detected a strong odor of alcohol and said Goins was so intoxicated, he had regurgitated and was lying in it in the street," Cropper said. "An ambulance was called to the scene, but as Goins regained consciousness, he became belligerent and refused medical treatment."
Goins was reportedly transported to the Minden Police Department.
"When Goins was asked to kick off his shoes, Off. Jenkins noticed a piece of plastic in plain view in his shoe," said the chief. "In that plastic was a small bag of suspected marijuana – approximately two grams."
Cropper said Goins is on probation from Ouachita Parish for two prior drug convictions – one for possession of CDS Sch. I (marijuana) and another for possession of CDS. Sch. II.
Goins was booked at the Minden Police Department and transported to Bayou Dorcheat Correctional Center.
