The Department of Children and Family Services (DFCS) has published its "Most Wanted" poster, a list of 18 non-custodial parents who owe nearly $945,000.
The poster, which features individuals owing at least $10,000 who have not paid child support in at least six months, includes a photo, last known address, number of children and how much they owe.
Topping the list again this year is Richard C. Miller, a 51-year-old electrician last known to live in Chesterton, Indiana, who has not paid more than $128,220 in court-ordered child support for his five children.
Travis T. Moore, 46, of Minden, ranks number eight on the list with $46,515.22 in unpaid child support payments.
Louisiana's unpaid child support to DCFS totals more than $1.2 billion. There are more than 53,000 cases of unpaid child support in the state.
The complete list of the most egregious offenders, as well, as all who owe back- money can be found at an online database.
The database of nearly 53,000 delinquent payers can be found on the Department of Children and Family Services' website — www.dss.louisiana.gov — by clicking on the link "Child Support Delinquent Payors Search."
Delinquent parents can be found by name, city, or amount owed or by parish where the court order was established. Those listed are under legal obligation to pay child support and have not made a payment in the last six months.
Everyone listed on the website has been ordered by a court to make child support payments, said Trey Williams, DFCS communication director.
"That person could be your neighbor, someone who lives down the street, someone you went to school with or work with," Williams said. "Collection is important for those families who depend on child support coming in."
Each family that can't get by without child support payments turns to the state for assistance, he said, so collecting from a parent delinquent in making support payments eases the burden on taxpayers.
On average, those on the "Most Wanted" list owe nearly $52,458 each, although the top two offenders each owe more than $125,000.
The "Most Wanted" are:
$128,220.55 — Richard C. Miller, 51 years old, last known living in Chesterton, Ind.;
$125,648.62 — Santos Alberto Borrego, 51 years old, last known living in Lake Worth, Fla.;
$77,102.14 — Loy R. Bradbury, 40 years old, last known living in Cummings, Ga.;
$75,277.95 — Jerald Roy Douglas, 44 years old, last known living in New Orleans;
$73,649.13 — George B. Kitchura, 53 years old, last known living in Shreveport;
$66,535.88 — Dwayne Ballard, 42 years old, last known living in Port Wentworth, Ga.;
$66,382 — Louis Kipling Summers, 36 years old, last known living in Denham Springs;
$49,606.68 — Richard Williams Prine, 55 years old, last known living in Baton Rouge;
$46,515.22 — Travis T. Moore, 46 years old, last known living in Minden;
$37,212.29 — James R. Brown, 53 years old, last known living in Murfreesboro, Tenn.;
$36,761.14 — Gerald Joseph Clausen, 39 years old, last known living in Hammond;
$35,425 — Terence M. Daniels, Sr., 46 years old, last known living in Amite;
$27,909 — Hernes Lizardo Aparicio, 37 years old, last known living in Denham Springs;
$27,055.22 — Walton J. Barnes, III, 44 years old, last known living in Baton Rouge;
$20,192 — Reginald Lamont Williams, 33 years old, last known living in Tucson, Ariz.;
$18,518.77 — Bobby Leak Fincher, 48 years old, last known living in Houston, Tex.;
$16,134.55 — William Edward Husser, Jr., 40 years old, last known living in Mandeville.
Although those on the "Most Wanted" poster are men, women who owe child support also are on the website, Williams said.
