Local mayoral recall back on

Voters will head to the polls in a special election this spring to determine if Judy Tillman, Mayor of the Village of Heflin should be recalled.

A proclamation from Governor Bobby Jindal's office names Saturday April 6, 2013 as the date of the special election.

"This is the result of a second recall petition," Webster Parish Clerk of Court Holli Vinning said. "The first petition was struck down in court."

The first petition reportedly contained 69 signatures of 165 registered Heflin voters – three more than the 40 percent required.

26th Judicial District Court Judge John Robinson ordered six names stricken from the first petition to recall Tillman after the governor's office issued a proclamation for a recall election in July.

However, the Heflin Board of Aldermen voted to pay for Tillman's petition to nullify the recall petition at an August meeting.

The most recent recall petition has 78 signatures and only 62 are required, according to the proclamation.

Barbara Hutchins, who chaired the first recall committee, said that concern began when Tillman instituted a policy concerning the use of Heflin's two baseball fields.

"You have to sign a piece of paper releasing (liability)," Hutchins said. "I don't know why they can't fix the ball field or put up signs saying 'At Your Own Risk.'

"I have nothing against (Tillman)," she continued. "Except, they need to fix the ball park for the kids."

The petition cites state law regarding how many signatures are needed for a recall election.

If there are less than 1,000 registered voters in a voting area, a petition for a recall election of an elected official requires handwritten signatures from at least 40 percent of voters registered at the time the petition is filed with the Secretary of State.(R.S. 18:1300.2(B)).

Heflin has 156 registered voters according to the proclamation.

Should the recall succeed, Heflin's Board of Aldermen will appoint an interim Mayor until a special election is held.
