Sex offender flees; caught in Union Parish

A registered sex offender who was not residing at his registered address, was arrested in Union Parish earlier in the week.

Devacia Carter, 28, of the 100 block of Dowell Lane, is charged with failure to register and notify as a sex offender and child predator. He also had an outstanding bench warrant for failure to appear in court on a sagging pants charge.
