Phillips Middle School staff typically monitors student behavior, which may be why police presence is needed at the school to ensure parents follow the rules.
"I understand why the parents would be upset," said off-duty police officer Danny Turner. "A lot of the problem is older kids on buses are not being respectful of the younger kids."
Phillips, which once housed only sixth graders, now has Pre-K students, also.
